شرکت افق توسعه انرژی طوس در شهریور ۱۳۹۲ در تهران تأسیس شد و با اخذ مالکیت نیروگاه حرارتی برق مشهد در اسفند ۱۳۹۳ از طریق سازمان خصوصی‌سازی، به عنوان یکی از بازیگران کلیدی در صنعت برق کشور فعالیت خود را آغاز کرد. این شرکت با تمرکز بر توسعه زیرساخت‌های تولید انرژی و مدیریت بهینه نیروگاهی، در مسیر تبدیل شدن به یک نهاد پیشرو در منطقه گام برمی‌دارد.
